The International Civil Defense Organisation (ICDO) held its 23rd session of its General Assembly at the end of March 2018 in Doha, Qatar.
The main goals of the organisation for the years 2018-2019 were formulated at the meeting and will be focused on the following issues: The creation of an ICDO expert group to prepare proposals for the preparation of the International Convention on Civil Defence and Protection of Population; implementation of the plan to establish global networks of crisis management centres, centres for training of personnel and emergency response warehouses; and strengthening the capacity of national civil defence services of its member states.
Next year – 2019 – has been declared the International Year of Civil Defence. In this regard, one important ICDO initiative is to hold a World Ministerial Conference devoted to the discussion of different vital issues in the field of civil defence in that year.

Closing the General Assembly session, ICDO General-Secretary Vladimir Kuvshinov stressed that today no one should remain indifferent in the face of disasters that know no borders. If we do not develop a strategy for prevention and mitigation of disasters, they will continue to cause serious damage to housing, industrial and social facilities and lead to an increase in the number of affected populations.
